After "under the Urban Council should be" substitute "taken on to the establishment of the Medical Department and seconded for duty as required".

Paragraph should be re-written as shown below: "University of Hong Kong.
It is very necessary that the Medical School should be re-opened as soon as possible and that it should resume its former activities in the fullest degree. In this connection there should be brought to the notice of the University Council the special need there is for post-graduate health education and for the clinical teaching of senior medical students".
Should be omitted entirely.
